Political Psycho-Babble from the People's Daily

The 17th CPC National Congress is an important congress to be held at a time when China's economic and social development has entered a crucial period, and it will be of an extremely vital significance for the Party to adhere unswervingly to Deng Xiaoping Theory and the important thought of "the three represents" as guidance, implement in a penetrating way the scientific concept of development, continue to persevere in carrying out the Party's basic line, basic program and basic experience and step up the development of the Party's governing capacity and advanced character, unite to lead the people of all ethnicities across China to win new victories in building a well-off society and open up a new situation in the cause of socialism with Chinese characteristics. Consequently, the election of delegates to the 17 CPC National Congress has made crucial ideological and political preparations and laid down a solid basis for this historical, grand assembly.
Ok. For starters, that seems like more than "three represents" whatever that is supposed to be.

The "unite to lead the people of all ethnicities across China" reference suggests this is an ethnically diverse population - a stretch. The Chinese government has recorded 56 different ethnicities. 1.1 billion, or 93.35 of the population, are Han. The rest fall under categories like Tibetan or Korean or offshoots of Han. This is a homogeneous society.
